For most peoples usage a cheap, integrated PC is fine. Just don't go lower than a Intel i3 or AMD Ryzen CPU and 16gb of RAM if you want it to last for a bit. For storage, make sure you have at least a 256gb SSD and not a HDD. HDD is fine as a secondary drive though. Not easy to find deals in ROI tho...

The kind of fault you have is usually very easy to repair. I repaired mine by doing a motherboard swap with one from eBay.. It may also be the power board though.
