The "simultaneous" bit must mean that two players are doing the same thing at the same time - eg. going for the ball. Obviously it can't mean that the collision between the two players happens at the same time, because if player A blocks player B it's bound to be at the same time as player B runs in...

They have made it impossible for the linesman to judge offside, so naturally the next step is to tell the linesman to leave it to VAR when it's close. If they went back to the old application of the law, the "level is onside " law, there would be no need for the linesman to hesitate.

Once upon a time there was a signal to know that a goal had been given (the ball hitting the back of the net was a good sign, with a glance at the linesman and ref to confirm.) Now, it's not a goal until the next kick-off.

I think perhaps the most important criterion ought to be "are they a good manager".
