Clubs are more than happy to insert relegation clauses, quite rightly. If the player doesn't like it, don't sign.

I don't think the Premier League has stopped players travelling, just that they'll support the clubs decision. For example Spurs have allowed Lo Celso and Romero to play for Argentina in red list countries. Depending if Cornet goes to Mozambique, then he will be returning to UK after Ivory Coast 2n...

Presumably if Cornet plays in Mozambique he won't be allowed into the UK until after the 14th September? Or will he now have to follow Premier League protocols and not be allowed to travel? I cannot comment on Collins, but Brownhill certainly spoke to dyche before signing, whether they actually met is a different issue
I'd be amazed if a player didn't speak to the manager before signing a 5 year deal.
