The name of the competition is "The Europa League". All stages are part of the competition therefore we will be competing in the Europa League. Your argument is like saying that teams such as Padiham, Bacup Borough or Stockport haven't entered the FA Cup because they do not qualify for the 1st round proper.

The qualifiers are to qualify for the finals.
