Health and Safety 30 years ago would have been the police correctly not putting themselves at risk by following the climber but allowing the hundreds of fans to remain fenced in below.A lack of an evacuation seems unthinkable nowadays and I shudder thinking of all that grim metal fencing when I was growing up.These are better days(post covid hopefully) for sure
