The dictionary definition of woman is adult human female.
Man is not synonymous with male because man denotes that the male thing being referred to is an adult human rather than a dog fox, a bull elephant or screw piece in a flat pack furniture kit.

The GRR is all about people being able to gain a certificate to show that they have legal changed sex so I'm not sure why you find the reference to a certificate so puzzling. I haven't mentioned the GRR - largely because it is fairly irrelevant when a man facing rape charges doesn't need a GRC in order to be remanded to the female estate. The magic words 'I am a woman' have replaced the need for a certificate.
