Bruce is the under-23 goalkeeper. He would have been registered to fulfil the requirement to have four club-trained players in the 25.
As for Fello, when the original squad of 25 was issued, we had 3 fit goalkeepers. I don't know if Aberdeen nominated four goalkeepers in their squad in case three of them got injured, but I doubt it.

Bruce qualifies for this; Legzdins doesn't. We chose to not register Legzdins on purpose so we can now sign Buffon for one game to spite Aberdeen.

I don't see how what Fello says is so unreasonable. We could have quite easily registered Legzdins and sacrificed an outfield player instead, say Wells or Walters but we chose not to. I don't think it'd be fair for UEFA to give us dispensation to bring another keeper into the squad.

So allowing for the fact that we don't have any first team players who came through our youth team, that means we can list 21 first team players + 4 untested younger ones. Obviously Dyche made the mistake of thinking 3 fit goalkeepers was enough.
We can pick a completely new 25-man squad for the Turkish matches, if we get there.
