I don't get the local obsession with Barley and Pendle. Yeah its nice but we live in an area surrounded by beautiful countryside. There's lots of different places to go rather than just following the crowd every weekend.

Towneley, Pendle and Gawthorpe get some real hammer by Burnley families

I guess it’s easier with children when there’s paths to be fair. I’m a little more antisocial and prefer to walk where I won’t bump into many other people or dogs. I did the ‘Beat the Boundary’ down the road in Barnoldswick on Sunday, cracking walk

My folks live up Ightenhill way and there's a lovely trail down to the bottom of Ightenhill Park Lane where the bridge crosses the Calder and then loops round the back of Burnley's training complex towards Padiham.

Not the weather for it now but when you get a bit of sunshine there's loads of fields for kicking a ball around and having a picnic or a BBQ and its usually quite busy and a good atmosphere down there. Word of warning though, there's a farmer down there who's a right miserable old sod but he's very easy to wind up if he starts moaning at you. :D

Its probably nice and peaceful in the winter weather so if you've got a dog and dont fancy scooping their sh*t up then you've no chance of being spotted

Devils_Advocate, you have shown no thought for the Farmer, who has people walking their dogs off the leash on HIS fields where he keeps sheep and lambs. Because of the stupidity of those dog owners, he has had sheep and lambs killed.
I've walked the river area upto Wood End sewerage works and have seen where people have had BBQ and open fires. They also leave behind a lot of beer bottle/cans and other rubbish. No thought of taking home their rubbish. Leave it and some animal will more than likely get injured and yet again the farmer suffers and may end up having a vets bill. But who would be the first person to complain, if their roaming dog was seen worrying sheep and the farmer shot it (rightly so), the dog owner. The poor dog has to suffer because the owner ignores the Countryside rules.

If it's not a wind up it's attitudes and behaviour like that that turns locals from any village against visitors.

It's supposed to be in your local area. Travelling by car is frowned upon and may soon be illegal.

I thought I using your judgement but stopping at Starbucks and then taking a drink to a beauty spot for a natter probably isn’t classed as necessary or purely exercise (despite the uproar and attention seeking off the back of it 😉).

I just don’t understand how anybody can think that’s acceptable, I can see why they get ****** off in the village.

Forgot to mention broken sledges, there was the remains of McDonald’s that had been emptied on a country lane and it had only just been thrown as it was on top of the snow. Empty beer cans etc, it’s up there with things that annoys me, my daughter is 6 and litter picks in our village.

There is absolutely no need to dump rubbish on the road and fields at Barley, do as I do throw it in the river and it gets washed down to Nelson, there the locals can sift through it for bits of food to eat and empty cans of beer etc to collect and weigh in. Note of caution if the river level is low you have to take the rubbish with you then simply throw it in the river at Nelson just upstream of the sifters.

I was told yesterday that you could exercise within 5 miles of your home. I think that probably meant driving no more than 5 miles before starting the exercise.
That seems fine for rural dwellers, but not so safe for London and big city types. I'm guessing that the sea fronts in places like Brighton and Blackpool will be packed.

And talking of farmers shooting sheep worrying dogs, when I was in my teens, one of our local farmers put up a notice on his field saying "sheep dogs shot"........

I misread that to mean that someone had sicked up a macdonalds in the snow.

That's what you get by shutting the pubs so that you can't projectile vomit into the fireplace.

Dep. Chief Const of Lancashire, Terry Woods (on Radio Lancs - at about 7.50 the other morning ) said it was ok to drive from Preston to Lytham St Annes to exercise on the beach.
Not saying he's correct, but presumably if anyone was challenged for being more than 5 miles from home in Lancashire they could us this as a defence.

Are there any "official" guidelines in regards to travelling to exercise? I was under the impression that you could drive anywhere as long as your exercise outside was longer than the journey you took to get there.

I suppose without proper, concrete guidelines it creates the chaos we see ourselves in now.

The official guidelines just say 'local'.

They could give a mile radius, but as 80% of the population won't know what that means, they probably felt it was pointless to do so.

I haven’t been given any ‘official’ guidelines about distance to travel for exercise, because there isn’t any. It’s just common sense, or should be.

I’ve seen the story regarding the two girls today. There may be more to this, or it may be a case of officious policing. Unfortunately, you do get a few officers who go overboard, but the vast majority will use discretion and a bit of common sense. I wouldn’t be giving a ticket to someone travelling 5 miles, and I fully appreciate that people need to get out for their mental health.

It’s a very fine line to balance, and sometimes, an officer may fall on the wrong side of that. It happens. There’ll be hundreds of tickets issued on a daily basis, but of course it’s the one questionable ticket that gets plastered all over the media that gives the impression of a ‘police state’, which is far from the case.

I can safely say that a huge amount of discretion has been given to members of the public so far, probably too much, and I do think we’ll be clamping down a bit more in the coming weeks.

I don’t have targets. I am not told or instructed to hand out more fines as alluded to in the media, but clearly, there needs to be more enforcement towards a small minority that continue to flout the rules.

Help or hinder the middle class villagers
"Barley Car Park!

*IMPORTANT INFORMATION from Barley Parish Council*

Barley Car Park - New Pay Management System
As reported previously, the PC have looked at different pay management systems including Pay & Display, Automated Barriers and Automatic Number Plate Recognition (ANPR) systems. Barriers were dismissed because of delay and likely congestion plus barrier failures and we could not provide enforcement for Pay and Display. Hence the Council have been progressing an ANPR system with a company called Park with Ease (PwE).
Contracts have been signed and the installation was completed today. On the car park you will now find ANPR cameras, 7No Payment Charges signs and an electronic pay terminal. The system went live today and there will be a few days of checking systems are operating smoothly. The charges are:
Up to 30 minutes FREE
Up to 3Hrs £1.50
Over 3Hrs £3.00

The free 30mins is to allow use of the toilets and to visit the Cabin.
Payment can be made at the terminal using cash or card or online up to 48hours after your visit. Should the terminal not be working for any reason you must pay using the on-line system, please do not assume you do not have to pay. Failure to pay parking charges may well lead to a £60 parking charge and the PC will not be able to assist you as enforcement responsibility is with PwE.
We have been charging a voluntary £1 for over 15 years and the Council are well aware of the parking problems in and around the village and the impact any increase in changes could have. We have therefore aimed to maintain low car parking charges (compared to similar locations) to attract visitors in to the facility rather than parking on the road network."

Also

Up to 8 hours - free, by using street parking if your car is taxed.
Some kind person even put cones out for me t'other week, so I had a reserved space when other wise I'd have not had a parking spot.

Just move the cones and hey presto, more on street parking.

They must do it for visitors who are bringing trade and revenue into the village.
Keep up the good work residents of Barley, we will be back soon!

They need to do what an old friend of mine has done in a local Yorkshire village. The car park and road parking is constantly rammed most days so last year he opened up a couple of his fields at weekends and bank holidays, he charges £3.00 a car all day (cash only) he takes an average of £2k per weekend and often a lot more.

£1:50 for three hours is cheaper than Burnleys £1:60 for two hours. The charges Sound reasonable. The old honesty box system didn’t have any clout people just walked past it. I’m guessing it will increase Parking along the road which was always bad unless they’re planning on charging there too?

A small handful of mud smeared over the number plate deals quickly and efficiently with the invasive nuisance that is ANPR.

Note.. Only necessary to obscure an odd letter or number on the rear plate..its literally 5 seconds of a job.

It's either that or relax in the car on the roadside, listening to the test match whilst Fido Patch and Spot take a stroll around the village.

I once parked in the lake district in an ANPR car park. Tried to pay before leaving and it had registered one wrong letter....so I didn't pay!

Felt much better, as it was a rip off! Not like Barley, where you can park for 1.50 and walk to Burnley and save 10p!

The lack of busy roads in Barley is a big plus for dog walking because you can just let them off the lead safe in the knowledge they can walk themselves round the village.

I've managed to "walk" my dogs there several times from the comfort of my car and even the pub once.

Is it extra for a horse box? Letting them go for a walk around the village to have a bit of exercise and a day's dumping without having to have some spoilt brat on top sounds like a good idea.
I'm sure the Barley residents would like some free manure left in their gardens.

So, I've been researching a trip to Burnley for next fall, and this was one of towns I was interested in going to (looks like you can walk to pendle hill which was another landmark i had noticed).
i planned on a taking a circuit route via bus to get there and not drive.

Are there other/better/less travelled places where I should go? I don't plan on driving (I'm american and have already experienced driving in England and don't want to do it again) and am perfectly happy to take a bus and do a decent amount of walking.

Where you went wrong was in not getting some advance practice in: For a week or so immediately before you come over next year and most especially on the trip to the airport itself, drive on the left the whole time; once you arrive here you'll find it easier than driving at home and wonder what all the fuss was about.
