Spoken they can be interchangeable, written down they have two different meanings.

Well, yeah, depending on accent or dialect.

You can drop the "h" phoneme from the word "has" and it will still have the same meaning if you said "Yes he as", for example.

"As e got any money?" same thing. The meaning remains, just the phoneme has been dropped.
