Touching the Referee

In 2016 the rules were changed so that a player touching the referee would be booked or sent off, the same if they abuse them verbally.
The Wolves players pawed at the referee this week and Man U, Arsenal etc do it for nearly every decision.
Did this rule get changed or just quietly forgotten?

I noticed in one game this season, can’t remember which Michael Oliver spoke with a player for a while, just a general discussion, not heated and when they’d finished just as the player was about to run off Oliver put his arm out and patted the player on the arm. Not a problem but I too was under the impression that you couldn’t touch the official, hence I’d assume the same applies to a player from an official.
