Just needs to be approved by the government

The Government has accused Roman Abramovich of putting Chelsea at risk of "going under" by allegedly refusing to accept ministers' new sale structure.

With just a fortnight until the final deadline for a deal to go through, Whitehall is ramping up pressure on the Russian to accept a new compromise agreement over a £1.6 billion loan.

"There's quite serious concern in Government that the deal may fall apart and that Roman Abramovich is ultimately willing to let Chelsea go under," warned one senior Government source.

Despite Chelsea putting pen to paper on a sale agreement to the Todd Boehly-led consortium more than a week ago, talks with Government have stalled over the fate of a £1.6bn loan.

The Abramovich camp released two statements in the past fortnight denying he was reneging on a pledge to write off the debt. However, Whitehall insiders revealed relations behind the scenes are increasingly strained with time running out for an agreement to be reached.

Chelsea, they claim, are refusing to accept their new plan to put the loan in an escrow account - a legal arrangement in which a third party temporarily holds the money - before the Government is convinced that the money can be safely paid into the foundation for Ukraine war victims, which Abramovich is setting up.

Ministers believe it is a "red line" in their negotiations to allow any proceeds to go into Camberley Investments, the offshore account in which Abramovich has historically funnelled money into the club.

"There's alarm in Government about the gap between what Roman Abramovich has said he will do publicly and what he's willing to commit to legally as part of the sale process," the Government source said. "There are pressing deadlines this week, and if there isn't a breakthrough, we're quite concerned that the sale of Chelsea could be timed out by certain sporting deadlines."

The Government version of events is disputed by sources close to Abramovich. Chelsea were also contacted for comment on Monday.

Bruce Buck and Marina Granovskaia, two key executives of the Abramovich era at Chelsea, have been acting on behalf of the Russian throughout. The lack of cooperation with Government could be a key sticking point in the American's hopes of staying on at the club under the Boehly era.

The likelihood of an offer from Government to create a "two-step" process for the sale was first reported by Telegraph Sport almost a fortnight ago. A proposal, in which the loan is paid into an escrow account was put to Chelsea last week.

It would be quite amusing to see RA put two fingers up to the government and walk away.


The political fall out of Chelsea going under would be wonderful to behold. And no, I don't give a damn about any "real" Chelsea fans affected by this nonsense.

Yes. The club in 18th place would get a reprieve, and that would work down the leagues meaning that Peterborough, Oldham and gillingham would stay up

But not Derby County.

It all seems very unlikely though. There are lots of Chelsea supporting tory voters out there. Compromise is inevitable.
